Double Standards of the ICC

Whilst in France in February I noticed that the European media were reporting that the ICC in the Hague were looking into civil rights violations and war crimes against Israel's attack of the Gaza Strip in Jan-Feb 2009 and especially the use of phosphorus bombs, an outlawed weapon under the Geneva Convention. My question is when is the EU and ICC going to bring charges of war crimes, crimes against humanity and the use of illegal weapons against George W Bush, Dick Cheney and Donald Rumsfeld? These three people are instrumental in provoking a 'war on terror', starting an illegal war in Iraq, using Phosphorus bombs in Fallujah, torturing POW's and the killing of over 100,000 innocent men, women and children in Iraq, aside from the deaths of 1000's of US and allied servicemen serving under the guise of protecting America. Also, with this dreadful financial situation that Obama has inherited from Bush, shouldn't the three warmongers be made accountable for the billions and billions of dollars spent on this illegal Iraq war that has now been going for longer than World War 2.
