For more than 40 years, Senior U.S. District Judge William Wayne Justice was a courageous sentinel for the rights of some of the most powerless Texans. His rulings improved the way Texas prisoners are treated, desegregated housing for the poor, integrated school districts across the state that had defied orders to integrate, and opened classrooms to children of illegal immigrants. Several of his rulings affected institutions across the nation. Judge Justice, 89, died Tuesday in Austin at a nursing home.
